Yılmaz Büyükerşen completed his undergraduate education at Eskişehir Academy of Economic and Commercial Sciences in 1962. He continued his academic career at the same institution and became a professor in 1973. Elected President of the Academy in 1976, he founded Turkey's first School of Cinema and Television in Eskisehir in the 1970s; after being appointed to the Anadolu University Founding Rector in 1982, again in Turkey, founded Civil Aviation College, Faculty of Communication Sciences, and various education-training-research institutions that train experts for the education of the disabled, all of which were the firsts in their fields.
Also, Büyükerşen brought to the University the country's first color TV studios, as well as airports and a fleet of training planes. In the meantime, with a Presidential Decree from the Prime Minister of Turkey, he has held the position of Chairman of the Board for Turkey’s Radio and Television Supreme Council (RTÜK).
Büyükerşen, who has initiated the University System "Open Model" in 1982, has served as the Chairman of the Board for Turkey Education Volunteers Foundation (TEGV) for four years. He has been continuing the Eskişehir Metropolitan Municipality Mayor role, for which he was elected in 1999, for 5 terms, without interruption.
